Don't want to run the workflow file inside the cartridge-...-reference.jar. This workflow and the workflow.properties are used for developing (testing). Use the workflow.oaw and the workflow.properties in the distributed zip (or tar.gz). If you unzip it, there is a folder example containing this files. PS: Don't forget to adapt the model.file propertie of the workflow.properties.
