Dear Mike, as a follow up: while grape's manual.pdf is indeed present, Alexander Konovalov and me still were able to replicate the original issue you mentioned, namely that if the help viewer is configured to show PDFs, then entering ?grape still will not display a PDF as it should.
I dug a bit deeper and discovered that this is restricted to packages using the old gapmacros documentation system, and is caused by a missing "manual.toc" file. This affects several other packages, too. The issue will be fixed in the next grape release, via a fix in the ReleaseTools which grape and other package use. However, various other packages not using ReleaseTools are also affected.
