It seems to me that methods for computing rational classes depend heavily on the availability of the power maps (in the character table for instance) of the group.
Indeed they do -- the algorithms for computing rational classes essentially calculate part of the power map. In general the character table is not yet known at this point to the computer, if it was one certainly could use it.
