I have same problem with 4.5.1 (2207). On this machine (Win XP) I have Russian added as additional language and selected "use Russian for non-unicode programs". When I open any 8-bit text file regardless of encoding, all upper characters are displayed as standard extended Western European ANSI regardless of whatever I choose in Format menu.
