Yes, this has been stopping me from using PSPad at all - it would be bad enough
pausing on startup, but waiting all that time when you just want it to close so
you can do something else is a right pain. In fact, I just came here to see if
this was a known problem and, more importantly, fixed :)

What causes it, at least here, is the MRU list. Once, I tried editing a file
over on a (non-mapped) share. Ever since, PSPad goes and looks at that file
whenever it closes  and the delay is simply the SMB stuff starting up for the
first time.

I have no idea why PSPad wants to go and look at some file it opened ages ago
(that isn't open now and doesn't even exist now), especially when it closes.
Makes no sense to me. Nevertheless, clearing the MRU (File and Dirs, Clear
History) fixes the problem. Until next time I open a file on a share.
