I wondered about it' cleverness too, while missing another related feature I really need most.
I could not find out, where pspad takes it's supposed cleverness from. Tooltips in the settings suggests, sequence can be determined by mouse clicks, but where? Clicking in tabs actualy does change Ctrl+Tab sequence, but I could not figure out in what way. Unfortunately, it's counterpart Shift+Ctrl+Tab is not smart at all and always takes you to the tab to the left of the active one. This definitely ought to go in the opposite order of the unshifted couterpart. What I actually need most of the time when switching tabs is switching between the two most recently used tabs. My secondary editor (Notespad) uses (Shift+)Crtl+Tab just as pspad does in regular (non-smart) mode, but uses F6 in addition to those to switch between the two most recently used tabs.
