It would rather be a question to the author of PSPad, I really don't know any details about handling codepages in this editor. Maybe the last possibility I can think of could be the setting: Program (part 2) Czech ANSI <=> OEM conversion
otherwise it seems, that box drawing characters etc. are treated as other chars not supported in the selected encoding, e.g. you can write (or insert) greek characters, and display them on screen, but after saving text in Czech / Italian ANSI or other format these are replaced.
