I am very sorry to have not replied to the thread. I forgot to subscribe to the thread, and consequently I had no news from it. Until now, since I searched again the same thing in Google, and Google brought me back here.
The response to the first question asked by pspad is: I was using PSPad 4.5.1, but I have now upgraded to 4.5.2 and the problem is still the same. The response to "Did your file contains META tag charset ?" is: Yes. A link was given in my first post, in order to download the file. You can see that the file contains: <meta content="text/html; charset=ISO-8859-1" http-equiv="content-type"> So, it seems that the question is still open.
