I've just found about about [url=http://dejavu.sourceforge.net]The DejaVu Fonts[/url] - I've just checked and they say they have support for Lao characters. Since they have a Monospace font (which is really nice, very much like Bitstream Vera Mono), you could use this in PSPad. Give it a try.
