Not with PSPad itself.
The engine that PSPad use didn't support such multiline operations.

You can use an script instead, see "Multi-Line Search Testers Needed"

The "join lines function" is an menu command, see "Edit > Lines
Manipulation..."
You can give them an short cut / hotkey in "Settings > Program Settings..."
