Try writing e.g. <a href=""></a> in a file, selecting it and pressing Ctrl+Alt+SPACE (after setting the highlighter, e.g. (X)HTML in this case)
You can fill in the name, description and (optionally) the shortcut; all will be saved in the clip definition file (of the corresponding file-type), where you can edit it manually later.
