Python highlighting for Sconstruct files. [44170]

Hello all. 

I will add Python highlighting for file "SConstruct"
which have Python syntax (this is "makefile" from http://scons.org).

But unfortunately, PSPad will not highlight SConstruct
for any file template: "SConstruct", "SConstruct*", "SConstruct.*" which I add
to Python highlighting section.

  Please, add posibility of Python highlighting for file SConstruct.
