Seem like it depend on the path length or some characters. For example, I have .test (txt) files in C:\P4\tests\css\c21\14.ColorsAndBackgrounds those are opened as: c:\p4\tests\css\c21\14.colorsandbackgrounds\c21_14-02_043.test
