Well, it's not that severe. The difference between ANSI and UTF-8 are the german umlauts and they are only used in comments. But still that's annoying. Also, there are different projects that sometimes standardize on UTF-8 (newer ones) and others on ANSI (older ones). E.g. HTML pages that are send to your browser do have a first line (http header) identifying the character set of the following content. Then, you only have to make sure, that this first line is plain ASCII and after reading this line you know how to handle the rest. That works quite fine in the World Wide Web.
