PSPad is an editor, not an FTP or SSH client. But WinSCP is a good SSH/SFTP client for file access and allows you to configure an external editor for both local and remote files. So you can configure WinSCP to use PSPad as its editor.
If you are running PSPad on linux, try sshfs. It allows you to mount a remote filesystem on your own machine.
