It means download file locally, upload it into folder and delete original file. For folder it means download whole folder with all subfolders locally and upload it into specific folder and now delete file by file from bottom of tree up to moved folder. PSPad FTP client now offers only one level folder view. That would be like utterly inconvinient. As said, 'moves' work by renaming a file and prepending the directory to which you want to move it to.
