Why chaos? It is not more than customizing menus, only that functions defined by own scripts will be taken into account.
For me it's more chaos to have e.g. the Format menu with some format functions but the user-defined format functions in the Scripts menu. In my opinion a feature that allows to allocate user-defined functions, implemented with vbs/js, to one of the available menus will even help to reduce the chaos. Please, think about again.
