It seems that pspad uses windows control panel-> regional and languages options ->standards and formats to decide which encoding is used for ANSI (codepage 1252, 936,949,874...). But this is NOT correct: For example, under English windows xp, above setting is default (english united states or english uk) and user don't change it, user can go control panel-> regional and languages options ->advanced->language for non-unicode program to change the default ANSI setting to others. If user change it to chinese (PRC), it means ANSI is changed to 936, not 1252, thus windows notepad and others text editor can display Chinese text file properly, but pspad can not display it properly.
