I just want CP1250 document to be correctly showing in PSPad.
To have format/ansi is not enough. You have to choose Font script to Central
Europe. In other words, if you do not have CE fonts installed in your system
you'll be not able to show document properly. I've got that. But unfortunately
whatever I do, it is ignoring Font Script settings under
Format/Font/Script/Central

I found this by googling while having the same problem.
In the meantime I've managed to find a solution so I thought I'd share it:
The problem was caused by bug in another application (TortoiseCVS), which
somehow created conflicts in windows explorer regional settings when set to a
different language than a system default. In this case, the problem was solved
by setting TortoiseCVS language to "system default".
