How does "nothing happens" look like? Do you see garbage characters or an empty file after opening such files? Are you sure, these files are valid utf-8 You should see utf-8 in the statusbar when this file is loaded (the items in the menu Format have a bit different status). PSPad isn't tolerant with regards to invalid utf files, in this case it uses a fallback encoding or opens the file as an empty text.
