Does anybody know if there is a highlighter for Smarty templates (smarty.net
.tpl files).

Hi jsherk,
A Smarty highlighter has been bundled with Smarty since ~2005. Personally,
however, I prefer to use the HTML Multihighlighter because it has proven better
at highlighting more of the Smarty-specific code ( {} bracketed ) within a .tpl
file.
To try either, double click on the Syntax text in the status bar (7th item from
the left, immediately prior to UNIX/MAC/DOS). Then select your preferred syntax
and the accompanying highlighter should engage.

Note, however, that I'm using PSPad version 4.5.4 (2349) and it appears the
Smarty highlighter might have gone missing in some PSPad builds. See this
