Well, as I was typing this I got the idea to try resizing the window. When I used the restore button it resized to the size of my primary display (1900x1200) but my secondary display is 1440x900. I think resized it to fit within my secondary display and after closing PSPad it reopened on my secondary display. I then maximized it and closed it again and it is still opening on my secondary display, so problem resolved!
Maybe the fact that the restore window size was too big for my secondary display was causing it to open on my primary display instead? When I drag the window from one display to the other while it's maximized it resizes correctly but maybe Windows isn't saving the new size or something. Weird, but I'm happy now anyway.
