I wanted to rewrite a file which had been created as 'Latin-1'. PSPad displayed the content ok, but it was supposed to be written in utf8. I found no possibility to do so in PsPad. To convert to another one, select it in the menu Format and save the file (possibly with another name or path). Currently only some of the popular encodings are available, but utf-8 is obviously there.
