I am using windows XP Professional English version(SP2). All regional settings
are Turkish. Before I format and reinstall windows(with the same CD), everything
was okay. But now, I have problems with Turkish characters in PsPad (with
notepad, I can see Turkish characters, but when I open the same file with PsPad,
there is a problem with Turkish characters). I think the problem is related to
character codings. I have selected Turkish as "Language for non-Unicode
programs" in control panel and checked "Apply all settings to the curent user
account and to the default user profile". But this didn't help.
Can you have any suggestions?

You may try to change all regional settings to English, restart windows, change
all to Turkish again and restart.

It was reported, that something like this might help, e.g. if some settings are
non-standard on preinstalled systems etc.
This problem only arises with ansi encodings, using utf-8 or other unicode
encoding should be ok.
