Your question tells me it shouldn't be.  I reinstalled PSPad and the context
folder is filled with DEF files. 

I wonder what happened to them?  My install at work suffers from the same
problem.  But I now know how to fix it.  Thanks!

I'm glad it helped; 
One possibility for missing files could be an install of a beta version without
the previous full installation. Betas are incremental, contain only the changed
files, hence they should be installed on the top of the full installation.
But in this case, the folder probably would not be completely empty - there
should be at least some newly added or updated highlighter files.
