If you are running on Windows Vista or later you can rely on UAC Virtualization
to do this.

Make sure that you store the ini file in \Program Files\PSPad Editor.

When you run PSPad.exe as administrator it will use the copy in this Program
files folder.

WHen you run as a normal user it will make a copy of that ini file into
%LOCALAPPDATA%\VirtualStore\Program Files\PSPad Editor and run from that copy. 
When not elevated the copy in VirtualStore is overlayed on top of the copy in
the real Program Files.  In both cases PSPad thinks it is editing the copy in
the real Program Files.
