Under Format the same encoding is checked for all open files even if I change
it. I would expect it to be changed only for the file in the active tab.

Don't change encoding in format menu, if you don't want to change it for current
file.
Important information for you is in the statusbar - you see there used document
encoding.


Change encoding in case file is in wrong encoding:
1. you see that file you open has wrong encoding
2. in format menu change encoding
3. press Ctrl+R for reload file

Change target encoding if you want to save your file e.g. in UTF-8
1. open file, you see the letters are ok
2. in menu format change encoding (change is made in statusbar)
3. save your file
