It's strange. I have windows 7 x64. The only problem I found when I investigate it was in Program settings / Registr file types. This functionality doesn't work, due to change in Windows API. In previous system empty default value was empty string, in Windows 7 is it question mark '?'.
This will be fixed in new build. But I have no problem to set PSpad as default for TXT. You don't need to run PSPad as admin for it, enough is check TXT in program settings / System integration. Please note, this settings is for current user. If you will run PSpad as administrator, you will do this settings for administrator, not for you.
