No, there is no external call of CScript of WScript - it isn't if you want to use internal program functionality. And no again, there is no internal compiler.
PSPad uses Virtual Scripting Host offered by operating system. This allows you use for PSPad scripting any scripting language supported by WSH. You can extend it, install another scripting languages. When you run script and any error occurs, WSH return you line number with error and some error string. I don't know what function you assign for F7.
