After playing around with this a bit, I found a way to make it work - but I completely do not understand what is happening.
If, in Windows, I go to Tools->Folder Options and switch to the File Types tab, I can look at the registration for a given file type - in this case, .css files. On the list, it says that PSPad is the associated application. If I click "Change", PSPad is on the list and selected. Everything -looks- fine, but it just isn't working. There's a "Restore" button in the file type dialog. If I click that button, it does not appear to change anything at all - the file is still registered to PSPad. However, after clicking "Restore", files of the given type now open as expected! http://screencast.com/t/KQs2RMMm I am pretty well versed with Windows, but this seems pretty strange. When I removed the associations within PSPad itself, it didn't seem to change anything at all, and if I used the Open With... portion of the Windows context menu it would change the program just fine to something else, but switching it back to PSPad still had the same issue. At any rate, I sorted it out. I hope this thread can help someone else with the same issue.
