Please review this request, its quite reasonable, different from remove redundant lines function and should be quick&easy to implement.
Remove redundant blank lines takes reduces each consecutive newline sequence to single newline. Remove every second/other blank line should remove every blank line, iff there was a blank line removed 2 lines above or previous line is blank(and not removed) or there is no previous line (beginning of file).
