I have tried to install with rightclicking your setup file, selected run as
administrator, and disabled "run as single user/portable application", but
followed all the other default settings.

I have also tried to run your setup file with my silent switches as shown
above.

I have tried it on Windows 7 Home Premium and Windows 7 Enterprise.

Before running PsPad.exe I made sure in BOTH cases, that I had this
%ProgramFiles&\PsPad Editor\PsPad_MU.ini file:

[Config]
MultiUser=1

Before starting PsPad.exe there was of course NO C:\Users\ <UserName>
\AppData\Roaming\PSpad folder.

After running PsPad.exe (without doing anything) and closing again, PsPad.ini
and Recent.ini files was COPIED to C:\Users\ <UserName> \AppData\Roaming\PSpad
folder, and I made sure, that future changes in PsPad.exe's Settings menu,
actually ONLY was done in C:\Users

:-( BUT I DON'T GET ANY KEYMAP.INI FILE :-( 

Neither in %ProgramFiles% or in C:\Users

I have a keymap.ini file from my 2 months old Windows XP installation, and could
use that as a "workaround", but your setup file should create it.

I think that the reason could be the "missing" write permissions in
%ProgramFiles%, but you manage to create pspad.ini ???

BTW: Your uninstaller doesn't delete the C:\Users\ <UserName>
\AppData\Roaming\PSpad folder, and you should be able to do it using environment
%UserName%
