If you installed PSpad into program files, this is the reason. No program has right to write into program files or Windows folder.
You can: 1. install PSPad outside of Program files 2. modify file access right to allow PSpad write into folder in Program files\PSpad 3. elevate PSpad access right - run PSPad with right mouse As administrator. This will allows you modify files in Program files folder.
