As I wrote you, the file can contains chars what can't be handled by operating
system. I don't know the file name.
Another reason - the file already existis in this folder and is locked with some
other application and PSpad can 't write into this file.

There can be several reason and from the log I know only PSPad can't write file
downloaded from your FTP into this folder.

You can try:
download the developer build
rename or backup your current PSPad.exe and put there PSpad.exe from the
developer build. You can anytime return it back.
