In the meantime, you may use beautify-css (viz https://dl.dropboxusercontent.com/u/1571982/keep/pspad/script/jscript/beaut ify-css.js ) PSPad script, which handles nested rules and has some configuration in its source. After copying into PSPad\Script\JScript and recompiling there will be Script > Format > CSS action.
