PSpad contains spell checking. Dictionaries are availlable on the PSpad download page. If there isn't dictionary for your language, nobody created it yet. Basically, dictionary is plaintext file with word on the each line. Selection of dictionaries and other settings is in the meny Settings / Spell Settings
