I had an issue with msvcr71.dll on a new Windows 8.1 machine. I found the file on one of my Windows 7 machines and copied it over to the pspad directory (in the same directory as PSPad application). Problem has been resolved. I have to say, you really should get any of these file(s) from a trusted source. In my case, this ddl was part of (Video game name that is banned on this site). Unfortunately, Microsoft doesn't seem to have a direct download to this file. Again, beware of dll download sites.
