This is install monetizer part. This exe connect to install monetizer server and downloads content for the installer - dynamocal offers. It downloads only informations for installer screens what are visible during installation. During installation you can accept or decline software offer.
In case you read SPpad download page or main mirror page, you should know it. If you want to skip it, run installer with /nobundle switch or download portable version.
