You need to go into spell settings (default Ctrl+F7) and select the dictionary you want. Spell check will then work.

I already installed the English dictionary from the .CAB file, and copied the .DIC file to pspad\spell\English.2-1-0.dic. I don't get an error message or anything. If PSPad is looking for a dictionary, and cannot find it, it should show an error message and a link to download dictionaries.
