I did quick test. I downloaded Active Python community edition (free) from: http://www.activestate.com/downloads
I downloadede x86 version, cause PSPad is 32 bits application After I run PSPad as admin, I got subfolder .\Script\Python.AXScript.2 Maybe your problem is you installed 64bits version. It's the same as Java Runtime.
