Aye, we have to reevaluate this command by command.  Wrong answer.

Eh?  Who tells us the pad byte is zero?

Me, I have trouble persuading people to make it determinate, much less zero
- is that not your experience?

Time and again I get told, we should trust the host to avoid looking at it.
