For an ATA command the command code and other command parameters
(such as the Sector Count) exactly specify the number of bytes
that will be transferred if there is no error.

For an ATAPI PACKET command the "SCSI CDB" specifies the number
of bytes that will be transferred if there is no error.

No problem here.  Again, the ATA/ATAPI host (that thing issuing
the command over the ATA interface) must understand what the
commands are, which way they move data (if they move data) and
how much data and must preform the data transfer on the ATA
interface without violating the ATA/ATAPI command protocols.

There is no explaination for "HOW the host and the target come to
agree over how mamy bytes they jointly agreeed to move".  That is
becaue the command and the command parameters told both that
value.  There is no guessing here.
