This is definitely a incorrectly designed and implemented PIO host. I am surprised this works on many x86 PCI Bus host adapters at all. It is certainly not the kind of design that should be forced onto the designers of these host adapters. (Pat are you using some proprietary host side test software that has been badly designed and/or badly implemented?)
