Looks like in my case the RESET- is high. Could it be due to the
rise time upon power up ?

Normally, the bridge chip will not release the RESET- line on the
Parallel ATA bus until after the OOB handshake is completed on the SATA
bus. The drive will not spin up while RESET- is held low. So the drive
will not spin up until communication is established between the Host
Adapter and the Sata Bridge chip.
