Dear T13 Primary or Alternate:

I apologize for the tardiness of this notification of the results of 
ballot e03023r0. I wanted to be sure I understood and followed the correct 
INCITS RD-2 and Robert's Rules of Order procedure before reporting the 
outcome of the voting.  Outcome of the vote and the comments received will 
be posted as document e03024r0. 

The results of the vote are Yes: 8 No: 5 Abstain: 3 (1 ballot not 
returned)

The motion passes.  The motion to include the Time Limited Read/Write 
Feature set in ATA/ATAPI-7 has been repealed. 

Under my reading of Robert's Rules of Order, part 37 Rescind, Repeal or 
Annul, the motion passes, having achieved a majority vote. On the question 
of notice,  it is my understanding of the rules that a 30 day letter 
ballot constitutes notice as required by Roberts. 

The minutes of the previous meeting indicate that I thought at that time 
that a 2/3 vote or a majority of the membership would be required, but I 
was mistaken. ATA/ATAPI-7 is not a stabilized draft. A motion to repeal an 
action is not a new proposal and therefore  not subject to the new 
proposal cut off rule. 

Anyone wishing to raise a point or points of order concerning this vote 
may do so by writing to me or by speaking at next week's meeting. 

For future motions to Repeal, Rescind or Annul I think it should be our 
policy that anyone wishing to give notice of a motion to Repeal, Rescind 
or Annul request an agenda item and when that agenda item is considered 
state the motion to Repeal, Rescind or Annul for the minutes.
