As with several features that "if supported" are "always
enabled", both bits should be 1. See READ BUFFER and WRITE BUFFER
features, or CFA feature.

They should be.

Good question... And it applies to several other features like this.

My software doesn't check these bits for LBA48 - it looks at
words 100-103 and trys the commands.
