Why do we believe the drive, and not the host, stored the xA0 there?

Many hosts write either of x A0 B0 to x1F6 Device/Head in order to
select C:H:S HDD, device 0 or 1.  Consequently, to select LBA HDD device
0 or 1, many hosts write either of x E0 F0 i.e. (x A0 B0) | x40.
