FWIW, one of my pet theories is that the problem is _too many bridges_ in this situation, because both controllers in question are themselves bridged PATA solutions, so you have
PATA controller <-hardwired->
PATA->SATA bridge <-SATA cable->
SATA->PATA bridge <-PATA connector->
PATA device
