At your upcoming meeting, please conduct a motion to determine via majority vote if this change (and any other change(s) suggested by the editor) is editorial or substantive in nature; also include in the motion, the recommendation for the change to be made to the current draft. If the change is determined to be substantive, the TC vote taken should be for substantive change(s) to the dpANS after letter ballot - see section 4.4.3, technical committee - the voting requirement is 2/3 and the vote is a roll-call vote. This motion should include that a second public review is conducted. Please put this on the agenda and distribute to the committee as soon as possible - see Section of 4.4.3 of the RD-2. Since this is being distributed less than two weeks prior to the meeting, final action may only be taken in the absence of objection by any voting member present.
