The FPDMA Setup FIS is bidirectional as you noted. Only the Device to Host
application is defined, however. At one point in the development of ATA-7, I
recommended changing it to avoid unnecessary confusion, but some of the
members objected on the grounds it was defined that way in SATA, and being
defined is not a problem even if there was no application. The theory is
that the Host to Device Setup FIS may be used someday for DMA'ing commands
or other information to the device.

Why is FPDMA Setup FIS spec'ed as bi-directional? It seems that in 
current protocols, only the device sends this FIS.
